OK, I've removed the fixed step size and set the minimum step size to 1
second. The max step size is 3% of the file size. These can be changed
in wps.c. With the default setting of doubling the step size every 3
seconds:

        seeking 30 seconds takes ~5 seconds
        seeking 5 minutes takes ~14 seconds
        seeking 28 minutes takes ~20 seconds
