I believe per-folder setting files is being implemented to allow stuff like
this.

Given that shuffle is easily toggled with an F2 selection, are you just
saying you don't want to remember to turn shuffle off before playing one of
these playlists? Remembering stuff like that seems less painful than
installing per-folder setting options, but that's me...
