That's very odd. From the ATA specification:
"The SECURITY FREEZE LOCK command sets the device to Frozen mode. After command completion any other commands that update the device Lock mode are rejected. Frozen mode is disabled by power-off or hardware reset."
I don't see how your disk can be in frozen mode after a restart.
Rockbox sets the disk in frozen mode at startup to prevent any other security commands to be send by accident. But, as the spec says, this flag is reset on power-off.

It is. All security commands fail if the frozen flag is set.
