Argh. I'm wrong. (0011) means 24 kbit and this is correct. The next two
bits are the frequency and (10) is 16kHz. So it's written correctly.

Anyway, the file doesn't play in winamp and I don't know why (a short
file with the same settings plays, so generally, winamp can play back
this format).
