No - thats not true anymore !
At least - on Windows it is easy to setup now !

I have 37 downloads for now - nobody reported that it didn`t work for him -
so
I think, this sdk works ok :)

Unfortunatly - bmp2rb on windows seems to be broken. it doesn`t give the
right output
for me. Will check that again this evening.
