Verified. My Archos is currently connected via USB (plugged it in w/o
turning it on, so no Rockbox) and the HDD is not spinning. I didn't make
the connection w/ the Windows settings, though - it didn't occur to me to
check.

I realized that with the cypress drivers the Archos does spindown in USB
mode after the HD spindown period set up in the Windows energy settings.
