i think it's not so easy like that

first the 'nmake.exe' was not included in the perl package, i've downloaded it from the given link (in active perl help):

http://download.microsoft.com/download/vc15/Patch/1.52/W95/EN-US/Nmake15.exe.

this file answers like that to the given command (nmake -f makefile.vc6):

microsoft visual c++ way ... i read that in the rockbox email list
there is also a nmake file included and i also tried that but ther was a dll missing
