Go to: http://dialup.pacbell.net/site.html

look for:

Customer Service
    Account Services
        Activate/Deactivate Personal Home Page
        
The "Basic Service" level of useage is free if you
have DSL, but it looks like they charge if you have
dialup or ISDN.

You can upload your pages through their web interface,
but if you prefer FTP, just FTP to home.pacbell.net
and login in with your user name and password.
