As stated (not too clearly though) in the NEWKEYS V2 document:

"Customizable menu from a fixed set of available options, possibly the
  contents of .rockbox/my_plugins."

That is supposed to mean that you can populate the User Menu with plugin
calls by copying the plugin to .rockbox/my_plugins.
