Do you have a line like that in your /etc/fstab ?
none /proc/bus/usb usbfs defaults 0 0
if not, usbfs is not mounted so there is nothing in /proc/bus/usb

none /proc/bus/usb usbfs defaults 0 0
if not, usbfs is not mounted so there is nothing in /proc/bus/usb
