I have noticed that the "creat" function from "file.c" insists on making
every file it creates as Read-Only ...is this deliberate?

If it is a bug I would be most greatful if someone who is fully experienced
with the file i/o routines can fix it please, as I need it for my current
work and I don't think file.c is a good place for me to go "hacking" ;)
