Correct me if I am wrong, but at a quick glance, it would seem that Nero
Wave Editor will recompress the file. The big thing with direct cut, is
that it is totally lossless - of course, that means no clean-up features!

For clean up, you will go a long way to find anything the excel Sonic
Foundry's Noise Reduction plugin ...but it is NOT free!

You can find demo and time-crippled versions of SF s/w here:
http://mediasoftware.sonypictures.com/download/default.asp
...but if it still works the same way as it did years ago (I stopped on
v4.5), you will need to purchase a serial number to unlock everything.

SF has(/had) no lossless mp3 edit feature.
