If I understand your scenario, yes. You select the "start recording" menu item by hitting the play/pause button. This gets you into the recording page, but recording has not started. You will hear the audio in your headphones at this point. The idea, I presume, is to set the recording level and make whatever last minute changes you need (e.g. change the sample rate or compression rate). It also allows you to queue up the audio source if you are in control of it, or have everything primed and ready to go when your audio source starts if you aren't in control. Once you are ready and your audio source starts, press play/pause again to start recording.
