Two more ideas:
-ID3Browse allows you to create custom playlists by ID3v2 field if you know
the field ID, but it's a cryptic command line tool

-MP3TagStudio is able to create a custom list as txt, html or m3u-file with
any combination of ID3-Tags and other file parameters (file name), if you
postprocess the resulting txt-file, you should be able to filter and sort by
any tag
