From the plaintext version of the docs
(http://rockbox.haxx.se/manual/manual.txt):
4.4 BUILDING YOUR OWN SETTINGS FILE
A .cfg file is used to load settings from a plain text file. A .cfg file
may reside anywhere on the hard disk. The only restriction is that the
filename must end in .cfg
Hint: Use the "Write .cfg file" feature (Main Menu-> General Settings)
to save your current settings, then use a text editor to customize the
settings file as you wish.
Format Rules
Format: setting: value
Each setting must be on a separate line.
Lines starting with # are ignored.
Example File

bass: 11
treble: 12
balance: 0
time format: 12hour

wps: /.rockbox/car.wps
