Hi,

how about making rockbox save the current battery status to a file on the
disk at every spinup.
Then, when connected to charger, read the last known battery status, and
the current voltage (to check for changed batteries) and decide if you are
going to start charging immediately, or wait for further voltage
measurements.
Now I think of it... reading/writing to the hard disk is no good here. But
wasn't there some non-volatile memory on the rockbox? Or is that used for
other useful things?
