Everybody has a different meaning about the best use of F2 and F3.

Wouldn't it be a great idea to make them customizable?

Maybe like that: At any subtopic of the Main Menu (by F1) You could press
for instance "On+Play" to be asked: Would You like to have this topic on F2
or F3? (or something like that)

But I don't know how hard is the work for that feature - is it hard?
