The off-twice solution was a better-than-nothing solution before we
could implement the hold-off feature for the devices that could support
it. The benefit of the hold-off is that it can be done anywhere, not
just in the browser.

I'm not all that keen on having it both ways on the fm/v2/ondio, and the
hold-off way is after all the original way of doing it, even in the
Archos firmware.
