If his provider is Verizon, he's out of luck.

Verizon in their infinite wisdom is rejecting mail connections from
outside US, so the mails for Verizon customers will bounce and they are
therefore automatically removed from the list.

Sorry, but there's nothing we can do about it but to recommend him to
switch to a more intelligent provider.
