You're right. crating a playlist from 19GB of music is a pain in rockbox if you dir-structure is:

(root)
   -musicfolder1
   -musicfolder2
   -musicfolder3

Just reorganize it to

(root)
   -mp3
        -musicfolder1
        -musicfolder2
        -musicfolder3

Now you can create a playlist from the mp3 folder including all subfolders.

If you want to play such big list, increase your max. ploaylist size in settings ->system ->limits
