wget does not work for me, 'cause dlls are missing.
simply try "curl.exe". It works, also with proxies.

curl -x 192.168.111.2:80 -o file http://63.246.151.17/test.txt >file.zip

%toolspath%\curl "http://www.rockbox.org/daily/recorder/%file%" >%file%
