I think the word comes a reagea-punk band called bad brains (
http://en.wikipedia.org/wiki/Bad_Brains). This was an American
all-black hardcore punk and heavy metal band (quote wikipedia).

In the netherlands (an i suspect in many other languages) neger
originaly stoud for a group of dark skinned people living south of the
sahara (wikipedia in dutch but also available in german, swedish...
http://nl.wikipedia.org/wiki/Neger). The terms is derived from the
latin word niger which means black.

So the term negerpunk would then translate to punk performed by niger
people. In this context i see this could be politically incorrect but
not racial discrimination.
