Why? Is there an explanation for this?

  Even when only skipping back or forth a few
  seconds, obviously the cache gets refilled.
  (red LED is blinking for several seconds)
  But this shouldn't be always necessary,
  cause the needed data should still be or
  be already in the cache most of the time.
  The refill only consumes additional power.
  Or am I missing something?
