In what way is the DevKit outdated?

If there are any updates to the code which require updates to the
DevKit, just let me know. :)

Cygwin has, imho (and I'm not alone), the most hideous installer ever
devised by man ["wo" or otherwise]

The DevKit _is_ a cygwin install, it is simply a few hundred MB
smaller and can be installed in seconds, or worst case, minutes.
