I do not believe this is beyond the scope of a user -- you just need
to install a perl interpreter, like ActiveState Perl. The TagDatabase
previously used this. (See
http://www.rockbox.org/twiki/bin/view/Main/TagDatabase)

I believe ActiveState Perl is userfriendly enough to add itself to the
path variable.
