I can't speak for the original question, but this is the perfect solution
to my question yesterday about converting MPEG 2.5 -> MPEG 2, so I can
play these files on an original Archos 6000.

Works like a charm! This is on Windows:

>lame --mp3input --resample 16 awtrey.mp3
