TeX4ht can be found at: http://www.cse.ohio-state.edu/~gurari/TeX4ht/mn.html

Most likely the existing document would need be converted to HTML and then
cleaned up. Most likely, because of the internal document structure might
not be so good, it may not work well and need a decent amount of clean up.
I will try and convert it this evening and see how much cleanup is needed to
produce a cleaned up version.
