Hmm... That should not be using HE-AAC, as it is intended for low
bitrates (less than 96 kbps or so), even when created by an
HE-AAC-capable encoder. Some programs show the actual AAC profile used.
E.g., Foobar2000 shows it as "Codec Profile"; if it really is HE-AAC it
will say "AAC SBR", otherwise "AAC LC".

I just tested a 192 kbps file created by Winamp 5.3 on my H140, and it
played just fine. It could be that the bitrate is too high for real-time
playback on ipods (but if so, then the bit about "playing at higher
speed" doesn't quite make sense...).
