The MakeVoices.VBS script has not been updated to work with the new
per-target voice file format. However you should be able to make voice
files under Windows by using Cygwin along with the patch at
http://www.rockbox.org/tracker/task/7560.

The wiki has been updated a little - at
http://www.rockbox.org/wiki/VoiceBuilding - and maybe someone will be able
to fix up MakeVoices.vbs one day.

Please post back if you have more questions; your voice files have been very
useful.
