There are a few things you can do:
1. Select the part of the message to which you are responding and press
CTRL+R to reply.
2. In your mail options dialog, disable the item that quotes the
original message. When there is a relevant portion of the message you
want to answer, select the message as described above, press CTRL+R,
then paste in the needed info and type your reply below it.

IMHO, this is much easier to do in Mozilla Thunderbird, though some
plugins exist for Outlook and Outlook Express/Windows Mail which make
these clients reply-friendly.
