Yes, this process is normal and yes. it is annoying. But no, the scan is
not be done everytime you boot the original firmware, but only if you
either have modified some files or when having connected the player to a
PC. I guess it is the later case.

It seems that there is no option to turn off this behaviour. (Here you
see how intelligent rockbox is.)

I have tried to copy the music to another folder "musica" as suggested
with the cpchan-rockbox-build, but it seems that the original firmware
does scan this directory, too.
