A Make File creation problem.

Hi Folks:

In an effort to create a new voice file in the new format, I did the
following:
Entered cygwin, logged on to my build directory, entered the command "Make
Clean", performed a rockbox/tools/configure, chose advance, chose voice,
chose SAPI5, and followed through the sequence.

Then I issued the command: "make voice."After doing so, I received the
following messages:

make -C rbspeex
gcc: installation problem, cannot exec 'cc1': No such file or directory
CC
gcc: no input files
make[2]: *** [rbspeexenc.o] Error 1
make[1]: *** [rbspeexenc] Error 2
make: *** [voicetools] Error 2
admin_at_MAIN_COMPUTER ~/sansa

What am I doing wrong?
