Here is the result of your instructions:

 V=1 make voice
make -C /home/admin/rockbox/tools CC=gcc AR=ar rbspeexenc voicefont wavtrim
make -C rbspeex
gcc: installation problem, cannot exec 'cc1': No such file or directory

gcc -DHAVE_CONFIG_H -DROCKBOX_VOICE_ENCODER -I
../../apps/codecs/libspeex -O3 -f
omit-frame-pointer -Wno-unused-parameter -mno-cygwin -c -o rbspeexenc.o
gcc: no input files
make[2]: *** [rbspeexenc.o] Error 1
make[1]: *** [rbspeexenc] Error 2
make: *** [voicetools] Error 2
