trouble building Speex voices

Hi. I'm trying to make a Sapi voice to use with my iriver H120. I installed
Cygwin and the packages from the Rockbox mirror as instructed by an email
message I got on one of the blindness list on how to properly do it using
Jaws, the screen reading program I use. No matter if I did what was
suggested and checked the current source out of svn or just downloaded the
source from December 29, I got this same output after choosing advanced and
to build a voice. I then hit make voice.

make: *** [voicetools] Error 2

I even tried doing a normal build, thinking that the missing files would be
found there, but that didn't help even though the normal build actually
worked. What am I missing that it isn't finding? I had to build under /tmp
to avoid the space in the path problem because of my Windows login, which
Cygwin uses to make it's user name. How can I get the voice to properly
build?
