There is no MakeVoices.vbs that is compatible with Rockbox at the moment.
The only way to make a voice file is to use Cygwin; see
http://www.rockbox.org/twiki/bin/view/Main/VoiceBuilding for details.

The idea was that someone would update MakeVoices.vbs at some point, but it
has not happened. I fear the wiki page is now somewhat confusing for
Windows users and plan to remove the outdated information.
