As you can see on the rockboxpage, rbutil has just gained the ability to
generate voice files.
(only in svn. windows binary:
http://www.b23.org/~domonoky/rbutilqt-m1.0.4pre.exe )

I dont know how good this is to use for blind users, but its a easy way
to generate matching voice and talk files in the language you want.
