Why not just use the configure script in /tools/configure?
Run rockboxdev.sh and then
../tools/configure
from your build dir.
(Check out the source first of course)
If your not on Linux I think you need cygwin.
Instructions on setting that up are on the wiki. There are also
instructions on how to build voice files and how to check out the
source...
