First, you could enter the debug menu and watch the AN7 value with or without the charger. It should be higher when the charger is attached, probably 0xFF. Then you should check the 34063A chip (I think it's U17). Begin at pin 6 (VCC). You should see the charger voltage there. The output voltage is at pin 2. If that is OK, you should be able to trace the output voltage from the 34063A to the transistor Q3, then to L4 and then D8 and R61. Then I think you should have reached the battery terminals.
