No. While you can use Rockbox Utility there is also a VBScript around
called "VoiceBox+" for generating talk files.

Funny thing is that I did use this utility, and it worked with my old
version of Rockbox, maybe 6-8 months old, but when I updated to a current
build, it stopped speaking the folders and files.
That is why I thought that the current build needed to use RButil program to
generate talk clips.
