What's intimidating about the phrase "please don't top-post to this list
as per list etiquette"?

I think it was short, to the point, and polite. It's like someone saying
"Please wipe your feet before entering" or "Please don't use flash
photography in the museum." It may not be something you want to hear,
but if it has to be said somehow, at least they said please, and didn't
accuse you of willfully doing wrong.

If you think there's a better way to deliver the message in that exact
situation (as in, when responding without including an answer to the
question) why not suggest a better way rather than simply saying he was
doing it wrong, and not giving him any suggestions at all?
