Passing "-X" as argument to Cygwin's setup.exe should fix the problem.

I can only see this URL: http://download.rockbox.org/cygwin/

I can't see any download script mentioned on the CygwinDevelopment
page... There's tools/rockboxdev.sh, but that's something different.
