In my experience using Windows, the last version of the Rockbox
Utility which was able to successfully generate a voice file or talk
file for that matter was version 1.2.6. This means that if you have a
player which was made stable after that point, you'll be unable to
generate a voice file for it. You can look into learning how to use
Cygwin and generate a voice file using that method or just use the one
from the Rockbox site. I don't know of any other method for
generating voice files. I'm hoping that the next release of the
Rockbox Utility has this feature fixed.
