I have seen that in the accessibility tab, but each time I click on that to
either create the voice files or the "Talk" files, and it comes up with a
dialog asking me where to get it from, I point to the installation dir of
the voice I want to use and it begins and then it sits there for a while and
comes back with not being able to do it and then it says it's cleaning up
files.

Are you able to tell me what exactly I need to do and what I am doing wrong?

You need to create a voice file yourself. Rockbox Utility can do this, check
the "Accessibility" tab.
