When entering what you call "file option" you actually open a file browser. Rockbox uses pre-rendered clips for speaking text. The voice file is the file holding these clips for the menus. Since we cannot know the names of the files and folders on your player it's not possible to include those in the voice file (there are also further technical reasons why speaking file entries work differently, I'm not going into details here).
If you want Rockbox to speak entries in the file browser you need to create so-called "talk clips". You can use Rockbox Utility for creating those. Alternatively you can also configure Rockbox to spell the entries.
