The vmware image is an alternative to cygwin. Use whatever you like
better. I simply recommend the vmware image because installation is
easier as it comes preinstalled and usage is similar. In your case
cygwin might be the better alternative but I can't tell.

It places a shortcut on your desktop (and somewhere in the start
menu). Starting that will open a command prompt, but that's a cygwin
window -- it simply looks like the windows command prompt.

No, cygwin has a list of mirrors. Just choose one that's located near
you to get faster downloads. At least thats how it's supposed to work.
Note that you need to add the Rockbox server as package source
manually for the cross compilers. But that is explained in the
installation instructions.

Sure there are changes, it installs something to your computer -- I
don't get what you exactly want to know by this question.

I don't use outlook (used it a while ago at work, my experiences were
horrifying and I can't remember what settings exactly I changed -- it
was about everything). There don't seem to be much FAQ pages in
english, please google yourself. Regardless, I never understood why
someone wants to use a time book program for email. But you might want
to have a look at outlook quotefix here:
