RE: IRC channel

In this model, I would imagine we should log both #rockbox and #rockbox-dev
and place both on the /irc portion of the site. I don't know what changes
would need to be made to logbot, but I can forsee the Swedes figuring
something out ;).

All guidelines will stand for all channels with a few exceptions:
-community will have all guidelines as listed except for the ones about
being off-topic (obviously) and will be generally less lax than other
channels about it.

-dev will have the addition of no support questions unless they relate to
the act of compiling/adding code/developing in general

All channels will have a guideline to hope to prevent posting a question in
multiple channels

The feeling about this seems to be generally good. Is there any
concerns/dislikes anyone has about this? The one thing I can see as a bad
thing, would be solved simply by having people put one more channel on their
auto-join list. But, it seems like we have grown enough that having a
developer space would be for the better.

The one thing about this though, is that, should we decide to do this, ALL
developers need to join the channel. If people do not, then the channel
will not get off the ground and people will still have to go through
#rockbox for development discussions.
