I'm not sure perhaps look for people that have ran quilt under cygwin.
I just used a deb package on my debian box...

Actually getopt from the command line is ok here.
Perhaps google for a getopt package?
It may be contained in a different package like a lib one...
Dunno, just google for getopt I guess and get some info on it.
