Yes, but the recent bookmarks list is a separate file, so there'd be two
files being updated, rather than one. The extra time for that ought to
be negligible though (the recent bookmarks is limited in size).

But even making it always maintain a recent bookmarks list only removes
one option in the "Maintain a list of recent bookmarks?" setting, unless
you also remove the "unique only" setting...
