It's a good ambition, but a poor GSoC project. A GSoC project should have well defined limits so the student has a chance of actually completing it.

Also, the user interface is one of those areas where consensus is difficult to reach. Therefore there is a significant risk that the result of such a project, even if completed, would not be committable.

The best way to approach user interface changes is to first think long and hard about how you want it to work. Then make a prototype in flash or something similar that other developers can look at and use as basis for the long discussions that will follow.
