For english.lang, the order is important, but for translations it is not
(though having the same order in a translation can make it easier to
maintain).

The reason the order of english.lang is important is to not break older
voice files. New strings might not be voiced without a new voice file,
but at least older (and unchanged) strings will be correctly voiced if
all new strings are added to the end.
